Rape and sexual violence on women and children are the ultimate violation of the human rights and perhaps the most humiliating trauma in the women’s life. The crime seriously wounds the basic dignity and sense of security. Its societal, physical and psychological damage could be immense and intolerable. A rape victim’s social stigma apart, the psychological state includes embarrassment, disgust, depression and even some times lead to suicides. While reactions vary greatly from individual to individual, most victims find the experience highly traumatic and causing permanent damage.
Issues in rehabilitation:
Rehabilitation of a rape survivor cannot remain at the compensation level alone. It is a complex and varied situation that calls for multi pronged approach for implementation at different stages.
There are many problems which are encountered in the process of the rehabilitation of rape victims:
• Problem of poverty, economic compulsions and social stigma
• Problem of family pressure and migration
• Lack of implementation of policies and programmes
• Lack of legal support and counseling
• Law self-esteem of victim
• Inadequate or no compensation
• Livelihood and survival
• Psychosomatic disorders
• Severe trauma and depression
• Delay in proceedings and pressure
• Emotional rehabilitation
To solve these problems and any other problem reported during the follow up to be handled by the CIC team.

NEED TO RAPE CRISES INTERVENTION CENTRES –RCIC

Although, sexual violence against women within the family and outside is a global phenomenon, its ramifications are more complex and its intensity much greater in India. The most pathetic aspect of such atrocities is domestic, neighborhood and proximate sexual violence and rape. Rape and sexual assault have serious physical and mental consequences on a survivor. Besides the severe psychological trauma as a result of assault, a survivor may have suffered physical injuries, permanent damages, even vegetative state, sexually transmitted disease (STDs) or even the risk of an unwanted pregnancy. SOFIA Rape crises centre have more than 5 years experience of running a CIC and it regularly receives 100 to 200 cases annually and provides speedy, prompt and sensitive action –oriented services for the redressal in the process of justice.

What is all that the CIC can do?

The “Rape crises intervention centre” can play a pivotal role in providing speedy justice to the victims by getting her complaint registered at the police station, provide the urgently needed succor, emotional support and counseling, prompt medical and legal services, help to investigators, and forensic expert, holistic and rehabilitative care to the victims and her family while getting directly associate with the investigation of cases. Individual counseling is crucial for the victims and it should focus in promoting the safety of victims and to create an environment in which the victims feels safe and empowered. Victim of rape and sexual assault often have immediate and on-going medical issues which need to be urgently addressed. Legal assistance to the victim by the prosecution, lawyer and legal aid services throughout the investigation and trial of the case is imperative since the victim of rape and sexual assault is bound to be in a distressed state and there is a need to secure the continuity of assistance by the same person and the team having trust and confidence who looked after sense of complete security, a confidence and equilibrium to victim in crises. It may include emphatic listening, support validation, problem solving, information and referral, advocacy and engagement of the victim with appropriate support services for her rehabilitation.

CIC – As it operates in Delhi

Considering the importance of the investigative, legal and counseling support and the efficacy of social investigations in the rape cases the commissioner of Delhi police has issued a Standing order ( No-303) in 2010, Guidelines to be followed by the police while investigating cases of rape, with a view to handle the investigation of cases of rape victims professionally and with sensitivity, and rehabilitate the needy ones amongst them. These CICs are being run in all district of Delhi ever since by some reputed NGOs, like including SOFIA, Under the supervision of Delhi Police and the Delhi Commission for Women(DCW) . Right from the very beginning, support came from the CSWB through the Family counseling centre (FCCs) and the DCW –who were later given the nodal role trough an order of the hon’ble Delhi high Court.
Under the on-going system, as soon as FIR (First information report) is registered in any rape case of Delhi, a copy has to be sent to the NGO concerned in district- who take up the case along with the police. The victim of rape, as referred to by the police station to them, are provided a package of individualized services, such as , shelter home facilities, counseling, guidance, medical care, legal aid and the necessary socio-economic support, so as to ensure a lasting recovery and rehabilitation of the rape victims. The CIC have gained legal acceptability through detailed orders and guidelines, including one from Hon’ble Delhi high court, under which today they are being run day to day by the NGOs and Delhi police, being closely monitored by the Delhi Commission for women (DCW).

SOFIA and Rape crises intervention centre:

• Provide counseling and other support services to help them reduce the trauma of the incident.
• Safe women shelter: A safe place where she secures and is not threatened by offenders or the relatives.
• Rehabilitation and follow up of the victims for her safety and well being.
• Help in registering FIR of sexual assault in case any problem is encountered by the victims or family in the registration of the same.
• Help in getting statement of the victim recorded under section 164 of Cr. P.C. and the initial support in the investigation.
• Help in ensuring that proper legal procedure is followed in rape cases, the accused in arrested, MLC of the victims conducted in proper manner and the protection of the victim provided, where ever necessary.
• Help the victim in getting monetary relief and financial support; including expenses for medical treatment form the Rape crises Cell.
• The advocates and coordinator to visit the victim at her residence in order to give her immediate relief and support, their rights and entitlements, counseling, explain to them the legal procedure and other kinds of support they require.
• Inform the victim and the family about the help they can avail of from other agencies.
• Help them in providing police protection to the victim and her family members where they are facing threats.
• Legal assistance, collection better evidence including forensic and circumstantial and also help in court depositions
• Treatment of victims in holistic manner and on a long –term basis through its network of services in Delhi and outside.
